If you are trying to get a car title or drivers license in Minnesota, the Minnesota Department of Public Safety can issue it within as little as three days and have it in your hands within 10 days. The Driver and Vehicle Services Division has what it calls a "Fast Track" plan.
Fast Track
Minnesotas Fast Track program guarantees the production of a title, identification card or drivers license within three business days. You can get standard titles, duplicates, transfer of ownership, and titles submitted through a Minnesota car dealership. Once the application is processed, the division will mail it to you, which can take up to 10 business days.
Seller Requirements
On the transfer of title application, your name and the names of any others who may be part-owners of the vehicle. Complete the "date of sale" portion and any areas that pertain to the mileage and condition of the vehicle. Be sure to sign the application. If there was a lien on the vehicle, you must provide proof that the lien is lifted before a new title can be issued.
Buyer Requirements
ed names and signatures of those who are buying the vehicle must be on the application. Buyers must also list their residential addresses and, if theyre buying a commercial vehicle that weighs over 10,000 pounds, their U.S. DOT number.
Other Title Requirements
To transfer a vehicle that has no original title, you must have a vehicle registration card or written bill of sale that includes the year, make, model and Vehicle Identification Number. If you have a vehicle with no proof of ownership whatsoever and if the DVS has no record of it either, you must have a signed bill of sale and have the buyer apply for a title for the vehicle. A signed statement of facts and photographs of the vehicle are also required.
